On April 25, 2023, Children's Hospital Association (CHA) submitted a letter to Centers for Medicare and Medicaid Services (CMS) regarding its Medicaid Disproportionate Share Hospital (DSH) Third-Party Payer proposed rule. CHA previously advocated for the change to the calculation methodology for Medicaid shortfall to only include costs and payments for hospital services furnished to beneficiaries for whom Medicaid is the primary payer. In the comments, CHA stated its support for this change, highlighted the importance of DSH funding for children’s hospitals, and included additional aspects of the proposed rule for CMS’s consideration.
